1. Reference (a) announced specified currency maintenance task expiration dates in CY 2020 were extended to the end of CY 2021 including the triennial QE check ride task for surface operations competencies. For some districts, extension of the QE check ride task expiration dates creates an unmanageable CY 2021 workload that exceeds capacity to conduct required QE check rides. This check ride workload issue, if not addressed, will repeat itself in 2024. 

2. Effective immediately, all QE check rides that were last completed in 2018, 2019, and 2020 will have their task expiration dates extended by one year in AUXDATA II (e.g. if a check ride was last completed in 2018 and is due by the end of 2021, then the expiration date is extended by one year to 2022). QE check ride expiration dates will be updated in AUXDATA in the near future.

3. This extension does not include QE check ride tasks that were waived/extended by reference (a), nor is it a blanket waiver to exempt surface operators from having to complete a check ride. It allows districts to manage their risk, proficiency and check-ride workload by prioritizing their most urgent check rides. If a district has the capacity to complete all QE check-rides which have task expiration dates in CY 2021, then they can coordinate their QEs to do so. Once a check-ride is completed and the task is entered in AUXDATA II, the new expiration date will automatically be set to the end of the third year from the date of the new QE check-ride per reference (b). 

4. There is increased risk when QE check-ride expiration dates are extended. Districts and all levels of the Chain of Leadership and Management must employ appropriate strategies to manage and mitigate any increased risk.

5. Questions must be sent through the Chain of Leadership and Management (COLM).

1. This ALCOAST solicits Coast Guard nominees for the IAEM Uniformed Service Awards Competition in three award categories: IAEM-USA Military Emergency Manager of the Year, IAEM-USA Civilian Emergency Manager of the Year and the IAEM-USA Auxiliary Emergency Manager of the Year. These awards recognize individuals serving in the uniformed services of the United States who have consistently demonstrated significant contributions to the field of emergency management while continuously self-developing as emergency managers.

2. The award guidelines are as follows: 

a. Eligibility: Uniformed members may be Active Duty, Reserve or Auxiliary members. Civilians include members of the civil service.

b. Nominations must be made and submitted by the first O-6 or GS-15 equivalent or above for the Military and Civilian categories. Nominations for the Auxiliary must be made and submitted by any Commodore, Squadron Commander, Director of Auxiliary, or O-6 or GS-15 equivalent or above.

c. Submission requirements: Command recommendation memo with complete contact information for the nominee and nominator and a one-page description in bullet form of significant achievements and contributions to include the following categories: Accomplishments, Job Performance, Technical Competence, Leadership Ability, Initiative, and Resourcefulness. Use of abbreviations is acceptable with an abbreviation list on a separate sheet. Use only Times New Roman font with 10 or 12 point font size.

d. Period of award: 1 Jul 2019 through 31 Dec 2020.

1.  When AUXDATA II was brought online, it incorporated the Skills Bank database which had served as the system-of-record repository for Auxiliarists’ various non-Coast Guard skills, expertise, and availability for potential assignments to duty. In the interest of having updates in place by the start of the 2021 hurricane season, all Auxiliarists are asked to log-in and complete any updates by May 15, 2021 to ensure that your skills, expertise, and availability are updated and accurate in AUXDATA II.

2.  The following steps will enable you to perform this update:

a.  Log into AUXDATA II.

b.  Click the “Members” menu at the top of the screen.

c.  Enter your Name or Member number into then Search box on the top right of the screen (use the master search bar not the “Search this list” box) and hit ENTER.

d.  Click your name under the word “Members” in the search results on the left side of the screen.

e.  There are four “pages”. You will open on the Detail page where your name and Unit number will be found.

f.  Click the “Skills and Availability.” Page to the right of the “Related” page,

g.  Under “Availability for Coast Guard Support Operations,” confirm what is displayed for the following:

1. Your availability during the week.

2. Your willingness to travel outside your home area.

3. Your ability to perform the duties for which you are qualified.

4. Your willingness to do Coast Guard or Auxiliary administrative support missions.

5. Your Auxiliary photo ID card status.

h.  If you want to make changes, then select or deselect appropriate boxes and click the green “Save Availability” button when done.

i.  Proceed to the bottom half of the screen where the “My Skills” menu is shown and confirm what is displayed.

j.  If you want to make additions, first select “Skill Group.”

k.  Next select the skill group you want to add.

l.  Click “Add Skill.” The skill will appear under the “My Skills” section.  If the exact term is not found, select the closest equivalent. You can add other skills by repeating steps j-l.

m.  You can select your Occupation using the same approach only instead of clicking on “Add Skill”, click the “Set Occupation” button. The skill you selected will then appear on your “Detail” page in the “Occupation” field.

n.  When you are finished making changes, click the green “Save Skills and Occupation” to complete.

o.  If you would like to remove a skill, click the red “Remove” button to the left of the skill you wish to remove.

p.  Click “Save Skills and Occupation” when finished with all changes to complete.

3.  If you have any questions about how to complete these changes, contact your FSO-IS officer, who can make these changes on your behalf.

1.  The Coast Guard Office of Diversity and Inclusion is pleased to announce and congratulate Mr. Randel McCormick of the Eleventh District, Northern Auxiliary Region (D11-NR), Flotilla 53 in North Solano County, California as the awardee of the National Commodore’s 2020 Auxiliary Diversity Award. This award recognizes exemplary performance by an Auxiliarist in the field of diversity. They must demonstrate exceptional standards of conduct, inspirational leadership, commitment to superior service, and consistent support of the Auxiliary’s diversity goals and the Coast Guard Diversity Policy Statement. They must also exemplify the Coast Guard’s Core Values and infuse the value of diversity and inclusion throughout Auxiliary organization and activities.

2.  Mr. McCormick has been an active and ardent Auxiliarist since enrolling in February of 2009. He has served in several elected and appointed offices at flotilla, division, and district levels including District Captain and Assistant District Staff Officer for Human Resources. He currently serves as the Diversity Officer for his flotilla, division, and all of D11-NR. He worked tirelessly to create, instill, and promote an inclusive Auxiliary membership environment that projected the value of all individuals and fostered their teamwork and collective success. Demonstrating remarkable resourcefulness and initiative, he set up several “diversity potlucks” in which Auxiliarists shared their favorite ethnic dishes, fully leveraged virtual meeting tools to develop and deliver creative and comprehensive online diversity training workshops, authored many articles for regional Auxiliary publications, and provided an engaging Auxiliary uniform workshop to units across the region. As a direct result of his enthusiastic and unflagging leadership, D11-NR Auxiliary units sustained vibrancy throughout their recruiting and retention efforts and more than doubled their National Commodore’s 3-Star Diversity Award submissions from 13 the previous year to 29 new nominations.

1.  Congratulations to all Auxiliarists and associate members of the Auxiliary Association Inc. (AuxA) for AuxA’s recent selection for the Coast Guard Mutual Assistance (CGMA) “So Others May Live” Award!

2.  This selection recognizes AuxA’s generous support and monetary contributions to CGMA’s Operation Extended Hands which provided immediate financial relief to Coast Guard families affected by a devastating housing complex fire near Coast Guard Station Cape Hatteras Inlet, North Carolina in October 2020. Over $31,000 quickly raised by AuxA members helped these families pay for relocation costs, replacement of household goods and personal effects, funeral expenses, and other unexpected costs. The award will be presented to the Coast Guard Auxiliary at the CGMA annual Board meeting on April 23, 2021.

3.  The Auxiliary Association Inc. (AuxA) is the only 501(c)(3) non-profit corporation authorized by the Commandant of the U.S. Coast Guard to exist in support of the Coast Guard Auxiliary. 1. National Operations Workshops. The Surface and Air Operations Workshops are required for 2021. The Telecommunications Workshop is optional for 2021 but is highly recommended. Similar to 2020, the National Operations Workshops (Surface/Air/Telecommunications) may be completed via webinar. The workshop training material(s) must be delivered by an Auxiliarist qualified in the respective operations program provided they are either a certified instructor or are under the supervision of a certified instructor. Instructors may use any webinar delivery platform that is available in their region. Instructors are encouraged to work with their Chain of Leadership and Management (COLM) to determine the proper delivery platform. Details for the 2021 required National Operations Workshops are listed below:

  a. Surface Operations Workshop. This workshop is required for all boat crew coxswains, boat crew members, personal watercraft operators, paddle craft operators, and those currently training for any of these competencies, including members in Required Yearly Not Met (REYR) status who intend to regain their certification. 

  b. Air Operations Workshop. This workshop is required for all pilots, aircrew, air observers, and those currently training for any of these competencies, including members in REYR status who intend to regain their certification. 

  c. The 2021 National Operations Workshop presentations (Air, Surface, and Telecommunications) are located at the National Response Directorate web page at the following link: R-Directorate What’s New Website

  d. Instructors of these workshops must submit a Workshop Mission and Attendance Report (ANSC-7039) to their IS officer for entry into AUXDATA II.  


2. National Vessel Examiner and Instructor Workshops. The Vessel Examiner (VE) and Instructor (IT) Workshops are required for 2021. These workshops are intended to be viewed by members and completion logged via a self-attestation form as described below. These workshops may also be facilitated by an Instructor via webinar or in-person as District COVID Protocols permit. 

  a. VE Workshop. This workshop is required for all certified Vessel Examiners, and those currently training to become Vessel Examiners, including members in REYR status who intend to regain their certification. The VE workshop presentations are located at the National V-Directorate website (in the Member Zone) at 2021 National VE Workshop

  b. IT Workshop. This workshop is required for all certified Instructors, and those currently training to become Instructors, including members in REYR status who intend to regain their certification. The IT workshop is located at the E-Directorate website “What’s New!” page (in the Member Zone) at 2021 E-Directorate Workshop

  c. Members who individually view the VE or IT workshops in their entirety must submit a Workshop Attestation Form to their FSO-IS for entry into AUXDATA II. In order to make data entry easier, IS officers may collect forms for all of their members required to complete these workshops and make one entry into AUXDATA II using the last day of the month of the Activity/Task Completion date. This form is located in the same location as the VE and IT Workshop presentations listed above. Note: When adding the VE workshop task to Activity Logs in AUXDATA II use the task named “Vessel Examinations Workshop” in the Workshops task category list.

  d. If the workshop is facilitated by an Instructor in a webinar or group setting, the Instructor must submit a Workshop Mission and Attendance Report (ANSC-7039) to their IS officer for entry into AUXDATA II.


3. National Food Service Sanitation Workshop. This workshop is required for all Auxiliary Food Service Specialists and those currently training for this competency, including members in REYR status who intend to regain their certification. Please follow the instructions on the Auxiliary Food Services Website for completing the Annual AUXFS Sanitation Update. After completing the required test, the course completion will be logged in to AUXDATA II via the National Testing Center-course results upload. There is no need to create separate activity logs for the completion of this course in AUXDATA II. The workshop is available through the Auxiliary Human Resources Directorate web page at:

4.  All workshops (except food service) and the Workshop Self-Attestation form may also be downloaded from AUXDATA II. From the AUXDATA II Navigation Bar select “More,” then “Files,” and then select “Libraries.” The workshops and forms are located in the 2021 Workshops Library.

5. Per chapter 8.B.1.g of reference (a), all required workshops must be completed no later than 30 June 2021.  If not completed by 30 June 2021, members required to complete those workshops will have their affected competencies place into Required Workshop Not Met (REWK).  If a required workshop is not completed by 31 December 2021, the affected competencies will be placed in REYR status.

1. Summary: The purpose of this message is to provide guidance for the 2021 Coast Guard Mutual Assistance (CGMA) campaign, give ethics guidance, and educate members and employees about the various CGMA support programs. Since 1924, CGMA has proven to be a valuable Coast Guard community resource. Through donations great or small, we can ensure CGMA remains strong and ready to serve our Coast Guard family for years to come.

2. Campaign. The 2021 CGMA Annual Fundraising Campaign runs from 01 to 30 April 2021. CGMA works because we give; it is called “Mutual Assistance” because it is, at its core, Coast Guardsmen taking care of our own. It is up to each of us to ensure that CGMA stays strong and effective, ready to meet the needs of our fellow shipmates. I encourage the broadest support for the campaign and would emphasize two important objectives:

a. SEG-C Autumn. This is a one-time grant of up to $500 to help with the cost of various school supplies for the fall school term. This grant is available to members with dependents in Pre-K through 12th grade. Members who received the previous spring semester SEG-C are eligible to receive the fall grant as well.

b. to raise the funds necessary to continue its critical role on behalf of the CG Community. Such funding allows CGMA to remain nimble and to respond quickly to the urgent financial pressures of a shipmate in need. The generosity of our donors fuels the expansion of existing programs, plus the creation of new ones.

3. CGMA offers a helping hand to shipmates and co-workers in need through direct financial aid and a wide range of programs and services. As a donor-supported non-profit, CGMA receives no federal funds, and it must rely on our generosity and our commitment to helping each other.

4. Unit requirements. Each unit should have assigned a campaign coordinator. See www.cgmahq.org/campaign for more information. As the campaign gets underway, unit Campaign Coordinators will be asked to contact each active-duty military member and civilian employee. Selected Reserve, retired military, and members of the Coast Guard Auxiliary will be contacted by mail and are encouraged to respond using the contribution forms provided. 5. Programs. The official financial relief organization for the Coast Guard, CGMA is poised and ready to respond to financial needs within the Coast Guard family. Since its beginnings in 1924, CGMA has rendered more than 214 million dollars in assistance. Please take the time to educate members and employees. This assistance is provided in four essential areas:

a. Disaster and Emergency Response. CGMA is always ready to respond to disasters with immediate loans and grants to help those whose lives are significantly disrupted by floods, fires, and storms. CGMA is always responsive to those faced with unexpected emergencies such as funeral expenses, emergency travel, and urgent repairs to their homes or vehicles.

b. Education. CGMA offers many programs to empower growth and goals. Members are able to receive up to $6000 in loans for tuition and expenses for themselves or their dependents. CGMA distributes nearly $700,000 in grants for textbooks and other fees for advanced education each year. CGMA continues to provide free access to www.Tutor.com/military for active-duty members, reservists on active duty, civilian employees, and dependents. With a partnership with the Coast Guard Work-Life staff, CGMA financial resilience tools and grants are available.

c. Family Support. CGMA is there through so many key life events with programs like adoption loans and grants, housing security deposits and closing costs, OCONUS rental car assistance, non-rate A School uniforms, special needs grants, emergency vet bills, and more. In 2020 CGMA provided over $937,404 in family support programs. CGMA is our partner for life.

d. Tragedy. Unfortunately, from time to time, unexpected and unimaginable tragedies will strike individual families. In these circumstances, CGMA is there to assist our shipmates, relieving the financial burden that accompanies such tragedy. CGMA’s ability to respond swiftly and decisively has helped to allay some of the most immediate concerns of a member or their spouse in these situations. CGMA hopes this kind of support is never required but is gratified to be able to provide immediate assistance when needed.

6. In this challenging and uncertain time, I want to assure you that CGMA is here for you. In 2020, CGMA’s reaction to the pandemic proved definitively the responsiveness and resilience of our relief society. In 2020, CGMA provided over $3.5 million in grants to those families impacted by the economic and social challenges of the Coronavirus (COVID 19). Assistance was provided to over 6000 CG personnel. CGMA continues to provide support for those who continue to be deeply affected. www.Tutor.com/military, a permanent CGMA program, is an outstanding resource for those families still in a remote learning environment. This program provides safe and secure, one-to-one tutoring with a live expert online 24/7. Tutors can help with grades K-12 and college subjects. It can help students stay on course while temporarily out of the classroom and can help fill the time with constructive learning experiences. 7. Ethics Guidance. CG members and employees are permitted to solicit funds for CGMA in their official capacity. COs/OINCs/supervisors and individuals may all use their official title, position and authority to speak, write and encourage other members of the Coast Guard to donate to CGMA. 1.  On Monday, March 15th, 2020, the AUXDATA II Patrol Orders page layout and patrol request process will be updated. 

  a. The patrol order page layout has been updated to provide better visibility of the objects and certain fields on the right side of the page. Page layout changes include:

  • Better visibility of the Crew, Activities, Files, and Patrol Order History objects on the right side of the page.
  • Removed the Date Applied/Date Decided fields on the Crew record entries.
  • Moved Chatter from a tab to the actual page (will be located on the right side of the page, below Patrol Order History).
  • Display of Mission End Time in the Activities List View, to help with determining the Mission Start time of subsequent Activities.

  b. After 15 March 2021 @ 12:00pm EDT, Facility owners and operators and anyone initiating patrol requests will now initiate the request from the Patrol Orders tab instead of the Requests tab. To initiate a patrol request, follow the following steps:

  • From the Home Page, select More
  • Select Patrol Orders 
  • Select New (upper right side of the screen)
  • Select Request. (Note: do not select Patrol Order option here or you will run into errors)
  • Fill out the all required fields as you did before. Save.
  • Click the Assign Locations Bar and select your patrol location and sub-unit and enter your patrol area as required your Order Issuing Authority (OIA). Save.
  • Update the Status field to Requested.  This will send a notification to the OIA indicating that a patrol request is pending.
  • If the request is Approved, follow the existing patrol order completion process.

**For OIAs, the patrol order process will not change. OIAs will still receive patrol request notifications as they did before and will still approve/deny requests in the same manner.  

2.  Action Items:

 a. DIRAUX/OTO/OIA

  • For any patrol request that is CURRENTLY in the system in the Requested status, OIAs need to approve or deny those requests ASAP! Once the change happens, those requests will no longer be available. If the patrol date has already passed and no mission took place, OIAs must deny those requests.
  • On the Requests Tab, a list view named ‘All Pending Patrol Requests.’ This list view is available to all users and displays patrol requests in the ‘Requested’ status with a Patrol Date greater than 01 January 2021. Please have your OIAs approve/deny their requests as appropriate, NLT 14 March 2021.

  b. Auxiliary Facility Owners/Operators

  • For any New patrol requests where the patrol date is BEFORE March 20th, please create those requests ASAP in order for your OIAs to approve/deny the requests no later than March 14th.
  • For any New patrol requests for patrol dates AFTER March 20th, please wait until we deploy the update on March 15th to submit a new patrol request. **PLEASE do not create any new patrol requests on 15 March 2021 until after noon, EDT.**
  • Any patrol request that was initiated from the Requests tab that hasn’t been Approved or Denied prior to March 15th will no longer be able to be approved and will need to be resubmitted using the updated process.

3. For anyone who created Custom List Views from the Requests tab for patrol requests, you will need to recreate those custom list views from the patrol orders tab. A Patrol Requests Custom List View Creation Guide will be available in AUXDATA in the USCG Auxiliary Guides library. To view the guide, navigate from the Home page, to the More tab, select Files, then select Libraries on the left side of the page.  Select USCG Auxiliary Guides from the library list and locate the Patrol Request Custom List View Guide.

U.S. Coast Guard Announces New Law Requiring Use of Engine Cut-off Switches

WASHINGTON – Operators of recreational vessels less than 26 feet in length will be required to use an engine cut-off switch (ECOS) and associated ECOS link (ECOSL) as of April 1, 2021, as the U.S. Coast Guard implements a law passed by Congress.

The ECOS and ECOSL prevent runaway vessels and the threats they pose. The ECOSL attaches the vessel operator to a switch that shuts off the engine if the operator is displaced from the helm. The ECOSL is usually a lanyard-style cord that attaches to an ECOS either in close proximity to the helm or on the outboard motor itself if the vessel is operated by a tiller. When enough tension is applied, the ECOSL disengages from the ECOS, and the motor is automatically shut down. Wireless ECOS has recently been developed and are also approved for use. These devices use an electronic “fob” that is carried by the operator and senses when it is submerged in water, activating the ECOS and turning the engine off. Wireless devices are available on the aftermarket and are beginning to become available as manufacturer-installed options.

Each year the Coast Guard receives reports of recreational vessel operators who fall or are suddenly and unexpectedly thrown out of their boat. These events have led to injuries and deaths. During these incidents the boat continues to operate with no one in control of the vessel, leaving the operator stranded in the water as the boat continues on course, or the boat begins to circle the person in the water eventually striking them, often with the propeller. These dangerous runaway vessel situations put the ejected operator, other users of the waterway, and marine law enforcement officers, and other first responders in serious danger.

Section 503 of the Coast Guard Authorization Act of 2018 required manufacturers of covered recreational boats (less than 26 feet in length, with an engine capable of 115 lbs. of static thrust) to equip the vessel with an ECOS installed as of December 2019. Owners of recreational vessels produced after December 2019 are required to maintain the ECOS on their vessel in a serviceable condition. It is recommended that recreational vessel owners regularly check their existing ECOS system to ensure it works, following the manufacturer’s instructions.

Section 8316 of the National Defense Authorization Act of 2021 requires individuals operating covered recreational vessels (less than 26 feet in length, with an engine capable of 115 lbs. of static thrust; 3 HP or more) to use ECOS “links.” Using the ECOSL is required only when the primary helm is not within an enclosed cabin, and when the boat is operating on plane or above displacement speed. Common situations where ECOSL use would not be required include docking/trailering, trolling, and operating in no-wake zones.

The Coast Guard believes that the overwhelming majority of recreational vessels produced for decades have had an ECOS installed, so this new use requirement simply obligates recreational vessel operators to use critical safety equipment already present on their boat.

Seven states currently have ECOS use laws for traditional recreational vessels, and 44 states have ECOS use laws for personal watercraft (PWC).
