No changes to Auxiliary aviation facility call signs will be made in AUXDATA II, and Auxiliary aviators must continue to use their traditional aviation facility call signs using their “CGX” three-letter designator convention until further notice.

ALAUX 010/22 UPDATE TO PROHIBITION OF UNMANNED AERIAL SYSTEMS (UAS)

Subj: UPDATE TO PROHIBITION OF UNMANNED AERIAL SYSTEMS (UAS)
1. This is a follow-up to ALAUX 011/16 which prohibited Auxiliarists from operating UAS in the performance of any authorized Auxiliary activity under any circumstance, including prohibition from operating UAS for testing or prototyping purposes.
2. The Office Of Aviation Forces’ (CG-711) Unmanned Aircraft Systems Division (CG-7114) has established a Short-Range Unmanned Aircraft Systems (SR-UAS) Flight Operations Standard Operating Procedures (SOP). This SOP designates that Auxiliary members are authorized to qualify as a Short-Range Unmanned Aircraft System Remote Pilot (AUXUAS-SRRP) or Short-Range Unmanned Aircraft System Visual Observer (AUXUAS-SRIP).
3. Use of personal UAS by Auxiliarists in the performance of any authorized Auxiliary activity under any circumstances, is prohibited.
4. The current UAS program expansion is halted until further notice while CG-7114 works through Department of Homeland Security (DHS) policy changes related to UAS cyber security concerns, and the only current opportunities that may be available for Auxiliary members, are those co-located or closely located to a Designated SR-UAS Unit and purely based on unit needs. A map of current SR-UAS units can be found at: UAS Map.
5. Auxiliary members interested in more information on the UAS program should work with their Chain of Leadership and Management (COLM) to their DIRAUX office to obtain more information from the CG-7114 Portal Page.
6. Auxiliarists that are interested in pursuing qualification as a Remote Pilot (AUXUAS-SRRP) or Visual Observer (AUXUAS-SRIP), after reviewing the information on the CG-7114 Portal page, should work with their COLM to contact SR-UAS units directly.
7. If approved, all UAS pilots must maintain Federal Aviation Administration (FAA) Part 107 license and coordinate unit-level training with CG-7114 or a designated UAS Flight Examiner or Instructor Pilot.

1. On 28 February 2022, the Chief Director of the Auxiliary signed CG-BSX Policy Letter 22- 01, Auxiliary Aviation Qualification Syllabi update. The purpose of this policy letter is to update the Air Qualification Syllabi listed in paragraph 2.
2. Auxiliary Air Observer Qualification Syllabus, AV-06-1, Auxiliary Air Crew Qualification Syllabus, AV-06-2, Auxiliary Pilot Qualification Syllabus, AV-04-6, Auxiliary Instructor Pilot / Flight Examiner Syllabus, AV-05-03.
3. Aircrew Qualification Process, COMDTINST 16798.2 (series) is cancelled and replaced with Auxiliary Air Crew Qualification Syllabus, AV-06-2.
4. With updated changes in Risk Management (RM) tools, technology, and procedures, the Auxiliary Air Qualification syllabi has been updated for qualification requirements.
5. All Aircrew qualification syllabus have been converted from a Commandant Instruction to a syllabus.
6. Auxiliary members currently using any of the previous Auxiliary Aviation Qualification Syllabus may continue to do so until certified, but no later than 01 September 2022. If previous version of Auxiliary Aviation Qualification Syllabus is not completed by 01 September 2022, member will be required to start the new Auxiliary Aviation Qualification Syllabus. Any Auxiliary member starting a new Auxiliary Aviation Qualification after 01 March 2022, shall use the new Auxiliary Aviation Qualification Syllabi for the appropriate qualification.
7. All District Directors of Auxiliary (DIRAUX), Operations Training Officers (OTO), and Auxiliarists must comply with the provisions in this Policy Letter.

BSX Policy Letter 22-03, AUXILIARY AVIATION AIRCRAFT MAINTENANCE UPDATE. The purpose of this policy letter is to update the Auxiliary Facility Maintenance Policy in the Update to Auxiliary Aviation Facility Maintenance Policy, (Jan 2015) 4. BSX Policy Letter 22-04, AUXILIARY AVIATION AIRCRAFT FACILITY INSPECTION AND RETURN TO SERVICE UPDATE. The purpose of this policy letter is to update the Aircraft Facility Annual Inspection policies in Auxiliary Operations Policy Manual, COMDTINST M16798.3 (series), Annex 2, section D and to specify a Return to Service policy after a Major Repair and Alteration. 5. ALAUX 007/22 COAST GUARD UNIFORM BOARDS 47 AND 48 – IMPACTS ON AUXILIARY UNIFORM POLICIES

Subj: COAST GUARD UNIFORM BOARDS 47 AND 48 – IMPACTS ON AUXILIARY UNIFORM POLICIES 1. The Uniform Regulations manual (Commandant Instruction Manual 1020.6 (series) / Commandant Instruction Manuals (uscg.mil)) was updated in July 2020 to incorporate changes recommended by Coast Guard Uniform Boards 47 and 48. Though targeting active duty and reserve personnel, most of those changes were also applicable to Auxiliarists. The following notes explain how these changes apply to Auxiliary uniform policies. a. Female hair grooming standards in the Uniform Regulations manual apply to Auxiliarists including the following provisions (Note: Increased hair bulk and bun size, and ability to wear ponytails are authorized provided they do not present a safety issue while assigned to duty). (1) Authorized Female Hair Accessories: Use of the hair claw is authorized. The hair claw shall be wingless; not to exceed 3 inches in length and 1 inch in width. The hair claw shall be black, navy blue, brown or a color similar to the individual’s hair color and shall not interfere with the proper wearing of head gear (and/or safety gear). Order issuing authorities or the activity lead may restrict the wear of hair accessories while engaged in operational environments where there is a risk for foreign object damage (FOD) hazards or for personnel safety. (2) Female Hair Grooming Standards (bun size requirements): . Hair bun size has been increased to a maximum of 4 inches as measured out from the scalp. The circumference shall be no greater than the width of the member’s head as measured horizontally. This allows some members to form a looser bun, reducing headaches, hair breakage, and other issues caused by hair being placed in a tight bun. The bun may touch the collar, but may not fall below the bottom edge of the shirt collar or jacket collar, with exception to the foul weather parka. (3) Female Hair Grooming Standards (authorized hairstyles): “Locks,” as defined in section 2.B. of the Uniform Regulations manual, are authorized. Hair bulk is increased to 3.5 inches as measured perpendicular to the scalp. This change takes into account the natural texture of various ethnicities’ hair, allowing it to be worn naturally All haircuts and styles shall present a balanced, neat, professional and well-groomed appearance. (4) Female Hair Grooming Standards (hair styles requirements): Braids, cornrows, locks, and twists are authorized. Additionally, the diameter of braids, cornrows, locks and twists is increased from ¼ inch to ½ inch with no more than a ¼ inch space between rows. (5) Female Hair Grooming Standards (pony tail requirements): Unpinned ponytails are authorized. Ponytails shall not extend beyond the bottom of the shirt collar, and if so are required to be pinned/fastened securely to the head in order to maintain this limit. This authorization gives female Auxiliarists another option over the bun and allows intermediate hair length to be pulled back without having to make a bun. Women may wear ponytails pulled through a ball cap rear opening. b. Female Fingernails: Fingernails shall be kept clean, shall have rounded or straight shaped nail tips, and their color choice shall present a professional appearance in a business environment. Only one color may be worn and all fingernails shall match. The wearing of florescent, or multi-colored polishes or nails is not authorized. Fingernails shall not extend more than ¼ inch beyond the fingertip. Ornate decorations (such as gems) or ornamentation of the fingernail polish (such as painted pictures or designs) are not authorized. French nails are authorized with white tip only. The white tip shall be no wider than ¼ inch and must present a clean natural look. c. Female Optional Footwear: Flats are authorized as an optional item for wear with the female skirt or slacks. d. Female Maternity Uniform: The authorized female maternity uniform is updated and expanded to include an Operational Dress Uniform (ODU) post-partum nursing T-shirt. The T-shirt may be purchased on the economy (no CG-specific variant), shall be dark blue in color, and shall not extend below the lower edge of the ODU blouse when worn. e. ODU Blouse Sleeves: The ODU blouse is authorized to be worn with sleeves up or down based on individual preference, unless greater uniformity is required by the order issuing authority or activity lead (e.g. a coxswain is authorized to specify all crewmembers to wear the ODU blouse with sleeves up). f. Boonie Cap: The Boonie cap is authorized for wear while conducting operations in adverse environmental conditions, unless the order issuing authority or activity lead determines a greater degree of uniformity is required. The Boonie cap is only authorized for wear with the ODU and the Auxiliary Work Uniform (AWU). g. Knit Watch Cap: The knit watch cap is authorized for wear with the ODU and the AWU during operational activities or as authorized by the order issuing authority or activity lead due to inclement weather. h. Eyewear Retainers While in Uniform: Eyewear retainers (strap, cord, etc.) are authorized to be worn with the ODU, AWU, Tropical Blue, and Winter Dress Blue uniforms in a work environment. Retainers shall be either plain black or dark blue, and may be worn loose or tightly fitted to the head. The hanging of eyewear loosely around the neck for short periods of time is authorized; eyewear shall not be worn on the top or back of the head or cover when not in use. Order issuing authorities or activity leads may restrict the wear of eyewear retainers, when greater uniformity is required except for tight fitting retainer straps as required for safety. i. Tropical Blue Long Sleeve: A Tropical Blue Long (TBLS) sleeve has been approved for wear, year-round. The TBLS consists of a long sleeve light blue shirt with four-in-hand tie (double Windsor knot) and tie bar/tie tack, or the female blue tab tie. The TBLS consists of the name tag above the right pocket, no ribbons, a single insignia above the left pocket if earned, a single device above the name tag if earned, and only one badge on the pockets if earned. The remaining aspects of this uniform are the same as Tropical Blue Short Sleeve (e.g., shoulder boards vice collar devices). This change helps in climate-controlled spaces and allows members the flexibility of wearing a long sleeve shirt with identification without the Service Dress Blue (SDB) jacket in less formal situations. This uniform is not a substitute for situations that call for more formality and the wearing of the SDB jacket. j. Grooming and Appearance Standards: Hairstyles that are lopsided, asymmetrical, unblended, un-tapered, or undercutting are not authorized and must be corrected to a properly authorized hairstyle. k. Tie Bar/Tie Tack: A tie bar or tie tack is required to be worn with the four-in-hand tie. l. Removal of the Boat Shoe from the Coast Guard Uniform Distribution Center (UDC) Inventory: The UDC no longer maintains boat shoes in its inventory. However, boat shoes available for purchase on the economy remain as authorized for Auxiliary uniforms. m. Standard Blue ODU T-Shirt With Embroidery or Printed Lettering: The requirement for embroidery or printed “USCG AUXILIARY” lettering on the standard blue ODU crew neck t-shirt is removed. Embroidered or printed t-shirts are authorized until no longer serviceable or otherwise directed by higher authority. n. ODU Trouser With USCG Embroidered Emblem: The requirement for ODU trousers to have the CG emblem embroidered on the leg pocket flaps was removed. Embroidered ODU trousers remain authorized for wear until no longer serviceable or otherwise directed by higher authority. 2. A 7-person work group comprised of Auxiliary, Director of Auxiliary, and Chief Director of Auxiliary representatives has completed its establishment of Standard Operating Procedures (SOP) for the application of controls on management of Auxiliary finances at district, division, and flotilla levels. It has been reviewed and cleared by the Office of General Law (CG-LGL) and Office of Legal Policy and Program Development (LPD), and is now promulgated under a memo signed by the Chief Director of Auxiliary (CHDIRAUX) on February 25, 2022. The SOP is posted at the CHDIRAUX section of the Auxiliary national web site: CHDIRAUX SOPs. 2. Elected and appointed Auxiliary leaders and program managers at all levels of the Auxiliary organization shall ensure adherence to this SOP by all those involved in Auxiliary unit financial management. Auxiliary District Finance Staff Officers (DSO-FN) shall maintain close liaison with their servicing District Staff Officers for Legal/Parliamentary matters (DSO-LP), Executive Committees (EXCOM), and the Assistant National Commodore – Chief Financial Officer (ANACO-CF) for general financial control advice and guidance including matters of performance standards and expectations. A virtual workshop focused on the SOP will be provided to DSO-FNs in the next month. 3. 005/22 RESUMING PATROL ORDER PROCESSING
26 JAN 22 FM: CHDIRAUX TO: ALAUX ALAUX 005/22 Subj: AUXDATA II – RESUMING PATROL ORDER PROCESSING 1. All testing and interfacing of AUXDATA II (ADII) and the Financial Systems Modernization Solution (FSMS) has been successful. The FSMS cutover period that began 01 October 2021 concluded on 26 January 2022. ADII is resuming normal operations. 2. Patrol orders with patrol dates on or after 01 October 2021 that were entered in ADII or issued via paper copy should now be entered into ADII for approval, completion, claims processing, and cancellations. Do not enter cancelled paper patrol orders in ADII. 3. In order to receive reimbursement for actual patrol expenses incurred during the FSMS cutover period, all corresponding patrol orders must be entered into ADII no later than 31 March 2022. 4. Information will be provided later for processing patrols conducted prior to 01 October 2021. Order Issuing Authorities (OIA) shall not approve any patrols with a patrol date prior to 01 October 2021. 5. When a patrol lead or facility owner requests patrol orders in ADII, they must include estimated reimbursable expenses. The OIA will perform a “Funds Check” during its approval process to ensure that funds are available to cover the estimated reimbursable expenses. When completing patrol orders, the patrol lead or facility owner must then include the final actual reimbursable expense amount and comment if that amount exceeds the initial estimate by 10% or more. 6. “How to Guides” have been developed to help assist members and OIAs in the patrol request and approval process. ALAUX 004/22 AUXILIARY CURRENCY MAINTENANCE CHANGES FOR CY 2021
26 JAN 22 FM: CHDIRAUX TO: ALAUX ALAUX 004/22 Subj: AUXILIARY CURRENCY MAINTENANCE CHANGES FOR CY 2021 1. The Coast Guard continues to recognize the unprecedented challenges imposed on its Auxiliarists since the outset of the COVID-19 global pandemic, and greatly appreciates the understanding and responsibility demonstrated by all Auxiliarists in preserving their health and well-being as well as that of our Nation’s maritime public. 2. Significant constraints were again levied upon Auxiliarists’ ability to perform authorized activities in Calendar Year (CY) 2021 by the COVID-19 virus. These constraints significantly and detrimentally impacted the ability of many Auxiliarists to apply their competencies, perform their authorized activities, and maintain their currencies. Consequently, the following changes to CY 2021 currency maintenance requirements apply for CY 2022: a. General Qualification and Currency Maintenance Requirements. (1) All annual currency maintenance requirements for CY 2021 (e.g., the five vessel safety checks required to maintain currency as a vessel examiner) and other-than-annual requirements that were due in CY 2021 (e.g., the 3-year check ride required to maintain currency as a coxswain if due in 2021) are again waived except the tests and workshops that were able to be completed online through the Auxiliary Learning Management System (AUXLMS) or Auxiliary National Classroom. (2) These waived currency maintenance requirements must now be completed by 31 December 2022 (e.g., the five vessel safety checks that were originally required by 31 December 2021 in order to maintain currency as a Vessel Examiner must now be completed by 31 December 2022). Currency maintenance requirements that were applicable for CY 2021 are cancelled (e.g., a Vessel Examiner will only have to perform five vessel safety checks in CY 2022 in order to maintain currency). (3) CY 2021 completion of the Team Coordination Training (TCT) Refresher and the Crew Resource Management (CRM) Refresher is not waived because these refreshers were available through webinars. (4) If an Auxiliarist started CY 2020 in REYR status in a competency and was unable to fulfill the requirements to regain certification during CY 2020 and CY 2021, then the Auxiliarist will remain in REYR status in that competency and will have until 31 December 2022 to complete those same requirements in order to regain certification. (5) All requirements for initial qualification/certification remain in effect and will not be waived. b. Auxiliary Aviation Specifics: The currency task requirements listed below are waived for CY 2021 and must be completed by the dates specified: (1) The semi-annual Air Mission Currency task (3 missions totaling at least 6 hours) with a currency expiration date of 30 June 2021 and/or 31 December 2021 must be completed by 30 June 2022. (2) Annual and greater-than-annual cycle (2-year/5-year) currency tasks with a currency expiration date no later than 31 December 2021 must be completed by 31 December 2022 (e.g., a biennial check ride that was originally required by 31 December 2021 in order to maintain currency as a pilot must now be completed by 31 December 2022).
(3) In addition, all Auxiliary aviation pilots will then be required to: (a) Maintain all FAA license and flight requirements including biennial check flights and holding a minimum of a valid Third Class FAA Medical Certificate. (b) Maintain Passenger Currency requirements(for pilots carrying passengers or crew). (c) Fly and log a minimum of 12 hours Pilot-In-Command (PIC) time each semi-annual period (may be General Aviation or Auxiliary flight). (d) Complete the CRM Refresher. 3. These waivers of CY 2021 currency maintenance requirements represent a second consecutive year of doing so. A third consecutive year of such is not envisioned regardless of COVID-19-induced circumstances and should not be expected. 1. National Operations Workshops. The Surface and Telecommunications Workshops are required for 2022. The Aviation Workshop is now a mandatory task included as part of the Aviation Air Safety Workshop. Like 2021, the National Operations Workshops (Surface/Air/Telecommunications) may be completed via webinar. The workshop training material(s) must be delivered by an Auxiliarist qualified in the respective operations program provided they are either a certified instructor or are under the supervision of a certified instructor. Instructors may use any webinar delivery platform that is available in their region. Instructors are encouraged to work with their Chain of Leadership and Management (COLM) to determine the proper delivery platform. Details for the 2022 required National Operations Workshops are listed below: a. Surface Operations Workshop. This workshop is required for all boat crew coxswains, boat crew members, personal water craft operators, paddle craft operators, and those currently training for any of these competencies, including members in Required Yearly Not Met (REYR) status who intend to regain their certification. b. Air Operations Workshop. This workshop is required for all pilots, air crew, air observers, and those currently training for any of these competencies, including members in REYR status who intend to regain their certification. c. Telecommunications Workshop. This workshop is required of all operators and owners of Auxiliary Radio Facilities. It is required of those currently holding Telecommunications Officer (TCO), or in training for TCO qualification, and those who are using AUXCOM as their “grandfathered” qualification for radio operation. This does not apply to operation of radios on aircraft or vessels which are covered by crew certification. d. Instructors of these workshops must submit a Workshop Mission and Attendance Report (ANSC-7039) to their IS officer for entry into AUXDATA II. 2. National Vessel Examiner and Instructor Workshops. The Vessel Examiner (VE) and Instructor (IT) Workshops are required for 2022. These workshops are intended to be viewed by members and completion logged via a self-attestation form as described below. These workshops may also be facilitated by an Instructor via webinar or in person as District COVID Protocols permit. a. VE Workshop. This workshop is required for all certified Vessel Examiners, and those currently training to become Vessel Examiners, including members in REYR status who intend to regain their certification. The VE workshop presentations are located at the National V-Directorate website (in the Member Zone) at: 2022 National VE Workshop b. IT Workshop. This workshop is required for all certified Instructors, and those currently training to become Instructors, including members in REYR status who intend to regain their certification. The IT workshop is located at the E-Directorate website “What’s New!” page (in the Member Zone) at: 2022 E-Directorate Workshop c. Members who individually view the VE or IT workshops in their entirety must submit a Workshop Attestation Form to their FSO-IS for entry into AUXDATA II. In order to make data entry easier, IS officers may collect forms for all of their members required to complete these workshops and make one entry into AUXDATA II using the last day of the month of the Activity/Task Completion date. This form is located in the same location as the VE and IT Workshop presentations listed above. Note: When adding the VE workshop task to Activity Logs in AUXDATA II use the task named “Vessel Examinations Workshop” in the Workshops task category list. d. If the workshop is facilitated by an Instructor in a webinar or group setting, the Instructor must submit a Workshop Mission and Attendance Report (ANSC-7039) to their IS officer for entry into AUXDATA II. 3. National Culinary Assistance Specialists Sanitation Workshop. This workshop is required for all Auxiliary Culinary Assistance Specialists and those currently training for this competency, including members in REYR status who intend to regain their certification. Please follow the instructions on the Auxiliary Culinary Assistance Specialists Website for completing the Annual AUXCA Sanitation Update. After completing the required test, course completion will be logged into AUXDATA II via the National Testing Center course results upload. There is no need to create separate activity logs for completion of this course in AUXDATA II. The workshop is available through the Auxiliary Human Resources Directorate web page at: National Auxiliary Culinary Assistance Website 4. Per chapter 8.B.1.g of reference (a), all required workshops must be completed no later than 30 June 2022. If not completed by 30 June 2022, members required to complete those workshops will have their affected competencies place into Required Workshop Not Met (REWK). If a required workshop is not completed by 31 December 2022, the affected competencies will be placed in REYR status. 5.
