National Wear Your Life Jacket to Work Day is Friday, 21 May, and National Safe Boating Week (NSBW) is Saturday, 22 May, through Friday, 28 May. This year marks the fiftieth anniversary of the Federal Boat Safety Act of 1971. The message then was the same as it is now: “please boat safely.” The five most important things you can do: a. Wear a life jacket, b. Educate yourself through knowledge and skills based training, c. Wear your engine cut off switch link, d. Abstain from using alcohol while underway, and e. Get a free vessel safety check from the USCG Auxiliary at: https://www.cgaux.org/vsc/. 2. CG-BSX works extensively with the States and the recreational boating safety community on efforts to encourage model boating behavior. Through a $126 million grant program, campaigns and enforcement target the desired outcomes in paragraph 1, and reach out to the American boating public in a variety of platforms. Please visit uscgboating.org to become more familiar with these efforts. 3. The COVID-19 pandemic led to a significant increase in boating activity in 2020. Boat sales reached recent record highs, with first-time boat buyers making up a larger percentage than at any time in the past ten years. The combination of record boat activity and sales, first-time boat owners, and difficulty receiving in-person education combined to also increase the number of accidents, injuries, and deaths. CY2020 deaths exceeded 2019 by 24%, and the deaths in June, July, and Augustin 2020 were the highest in 23 years. Also, SAR cases increased by 10% even despite less commercial traffic, indicating that recreational boating cases were the most likely cause. Although boating continues to be a relatively safe activity, you can help make it safer. 4. Per REF (A), 79 percent of boating fatalities were drownings, and 86 percent of those were victims that were not wearing life jackets. Please encourage and incentivize life jacket wear. Just like seatbelt wear, you never know when you will need it, but when you do, it’s critical. Most states require life jacket wear by children. For adults, an inflatable life jacket is not cumbersome and easy to don. Virtual education classes hosted by the CG Auxiliary, found at: http://www.cgaux.org/boatinged, and the U.S. Power Squadrons at: https://americasboatingclub.org/learn/online-boating-education. The results have been very positive, as more students are now attending classes than when they were held in person. 6. This year, wearing an engine cut-off switch (ECOS) link became a requirement (REF (B) modified 43 U.S.C. §4312) while operating certain recreational vessels. If the vessel has an ECOS link, the operator most likely must wear it. (REF (C) and its supporting web site, found at: https://uscgboating.org/recreational-boaters/engine-cut-off-devices.php provides specific circumstances when wear is required and our enforcement posture during the initial roll out of this requirement). Each year, nearly 75 people die and 400 more are injured when they are struck by a propeller or a vessel. This requirement will help to reduce these tragedies. 7. Alcohol consumption remains the single-greatest contributing factor in recreational boating fatalities. Last year, 23 percent of deaths involved alcohol. Please encourage sober boating on our Nation’s waters. If you are an operational unit, please participate in Operation Dry Water (ODW) during the 4th of July Holiday weekend. An ALCOAST will be released within 30 days of ODW providing details. 8. Please ensure that boaters know what safety requirements their boat must meet and recommend them to get a vessel safety check at: https://www.cgaux.org/vsc/ 9. During National Safe Boating Week, all Coast Guard units and commands are encouraged to participate in activities and special events that highlight safe boating. Units are encouraged to collaborate with their District Recreational Boating Safety Specialists while planning National Safe Boating Week public outreach strategies and events such as Sector and Station open houses and Auxiliary involvement. 10. Their heroic actions brought great credit to the United States Coast Guard and United States Coast Guard Auxiliary. Honorable mention is provided to boat crews from D5-Northern Region (Auxiliarists Andy Crowley, John Yowell, and Tim Youngern) and D9-Western Region (Auxiliarists Joshua Zajac, Sally Stelnicki, Les Piskopos, and Ruth Aurigemma). 1. Per REF (A), this ALCOAST announces the recipients of the 2019 AFRAS Gold and Silver Medals. The Gold Medal is awarded annually to a Coast Guard enlisted member who exhibited exceptional courage and heroism during a rescue at sea. The Silver Medal is awarded annually to a deserving Coast Guard Auxiliarist for a heroic rescue for lives saved in either inland or coastal waters.
2. Due to COVID, AFRAS delayed the selection and presentation of the 2019 awards for one year. Presentation will be as per paragraph 6 below.
3. GOLD MEDAL.
a. The 2020 Gold Medal is awarded to AST1 Eric Young and AST1 Nathan Newberg, Coast Guard Air Station Savannah, Georgia. Both are recognized for their superior performance of duty while serving as Rescue Swimmers on Coast Guard helicopters 6531 (CGNR 6531) and CG44 (CGNR 6544) during the 08 September 19 rescue of survivors from the M/V GOLDEN RAY. M/V GOLDEN RAY, a 656-foot cargo vessel containing over 4,200 vehicles, equipment and 24 crewmembers, suffered a shipboard fire and capsized in St. Simons Sound, Georgia.
b. Upon arriving on scene, CGNR 6531 lowered AST1 Young over 100 feet onto the GOLDEN RAY, who found a group of survivors using their chem-lights to show their location. While connected to the hoist cable, AST1 Young then traversed the near-vertical deck and recovered a survivor using a rescue sling. CGNR 6531 again repositioned and lowered AST1 Young 130 feet to recover three additional trapped crewmembers, including one severely injured.
c. As CGNR 6531 departed the stricken ship to transport the survivors to medical services, CGNR 6544 arrived on scene and deployed AST1 Newberg to the starboard bridge wing. AST1 Newberg secured a section of fire hose to the ship railing and rappelled into the bridge, where he located the trapped master and pilot. The Captain initially refused to leave the vessel without knowing the status of the crewmembers trapped below. Displaying exceptional physical stamina, AST1 Newberg was able to lower the pilot to the port bridge wing and then an additional 40 feet to a rescue boat. With CGNR 6544 low on fuel, AST1 Newberg returned to the Captain, communicated to him the status of his engine room crewmembers, extracted him from the bridge, and safely hoisted him onto CGNR 6544. ASTI Newberg then conducted a survivor interview that shaped the next 36 hours of rescue operations focused on recovering the additional GOLDEN RAY crewmembers trapped below.
d. AST1 Young and AST1 Newberg demonstrated outstanding courage, quick thinking, and the ability to adapt to an extremely demanding situation, resulting in the rescue of six lives and locating four additional crewmembers trapped below deck.
4. SILVER MEDAL.
a. The Silver Medal is awarded to Auxiliarists Stephen Wyatt and Gloria Wyatt, who are recognized for their superior performance of duty during the 03 July 2019 rescue of four persons from a burning boat on the Intercoastal Waterway, near Matanzas Inlet, St. Augustine, Florida.
b. While participating in a recreational boating outing on their private vessel, PUMPDOG II, Auxiliarists Stephen and Gloria Wyatt observed the 40-foot motor cruiser DAYDREAMER on fire. Auxiliarist Stephen Wyatt headed for the burning motor cruiser and then radioed a distress call to Coast Guard Sector Jacksonville advising them of the situation and the presence of four persons in the water.
c. Auxiliarist Stephen Wyatt maneuvered the PUMPDOG II, and directed a second vessel operated by another family member, to approach the four victims who were within twenty-five feet of the burning vessel. Braving the intense heat and danger presented by the unstable burning vessel, Auxiliarists Stephen and Gloria Wyatt were able to bring the victims aboard the rescuing vessels. As the victims were pulled from the water, a propane tank on the burning vessel exploded. Both rescuing vessels immediately retreated to a safe distance to tend to the victims.
d. Auxiliarist Stephen Wyatt directed the transfer of victims aboard the second vessel to the PUMPDOG II where his son, a U.S. Air Force medical doctor, evaluated their physical condition. Auxiliarists Stephen and Gloria Wyatt remained on scene assisting the rescued family and helping to ensure there were no significant injuries that required additional treatment. The motor cruiser DAYDREAMER was a total loss, but the family onboard the cruiser escaped serious injury due to the heroic efforts of Auxiliarists Stephen and Gloria Wyatt.
5. In addition to the Gold and Silver Medal recipients, the other AFRAS award nominees demonstrated exceptional courage and have further enhanced the Coast Guard reputation as the Lifesavers and Guardians of the Sea. These outstanding nominees include:
a. Auxiliarists Andy Crowley, John Yowell, and Tim Youngern – USCG Auxiliary District 5 – Northern Region.
b. Auxiliarists Joshua Zajac, Sally Stelnicki, Les Piskopos, and Ruth Aurigemma – USCG Auxiliary District 9 – Western Region.
6. The Gold and Silver Award recipients will be recognized at a ceremony hosted by AFRAS in the House Rayburn Congressional Office Building, Washington, DC in the Fall, 2021.

Reference (a) announced specified currency maintenance task expiration dates in CY 2020 were extended to the end of CY 2021 including the triennial QE check ride task for surface operations competencies. For some districts, extension of the QE check ride task expiration dates creates an unmanageable CY 2021 workload that exceeds capacity to conduct required QE check rides. This check ride workload issue, if not addressed, will repeat itself in 2024. 2. Effective immediately, all QE check rides that were last completed in 2018, 2019, and 2020 will have their task expiration dates extended by one year in AUXDATA II (e.g. if a check ride was last completed in 2018 and is due by the end of 2021, then the expiration date is extended by one year to 2022). QE check ride expiration dates will be updated in AUXDATA in the near future. 3. This extension does not include QE check ride tasks that were waived/extended by reference (a), nor is it a blanket waiver to exempt surface operators from having to complete a check ride. It allows districts to manage their risk, proficiency and check-ride workload by prioritizing their most urgent check rides. If a district has the capacity to complete all QE check-rides which have task expiration dates in CY 2021, then they can coordinate their QEs to do so. Once a check-ride is completed and the task is entered in AUXDATA II, the new expiration date will automatically be set to the end of the third year from the date of the new QE check-ride per reference (b). 4. There is increased risk when QE check-ride expiration dates are extended. Districts and all levels of the Chain of Leadership and Management must employ appropriate strategies to manage and mitigate any increased risk. 5. When AUXDATA II was brought online, it incorporated the Skills Bank database which had served as the system-of-record repository for Auxiliarists’ various non-Coast Guard skills, expertise, and availability for potential assignments to duty. In the interest of having updates in place by the start of the 2021 hurricane season, all Auxiliarists are asked to log-in and complete any updates by May 15, 2021 to ensure that your skills, expertise, and availability are updated and accurate in AUXDATA II. 2. The following steps will enable you to perform this update: a. Log into AUXDATA II. b. Click the “Members” menu at the top of the screen. c. Enter your Name or Member number into then Search box on the top right of the screen (use the master search bar not the “Search this list” box) and hit ENTER. d. Click your name under the word “Members” in the search results on the left side of the screen. e. There are four “pages”. You will open on the Detail page where your name and Unit number will be found. f. Click the “Skills and Availability.” Page to the right of the “Related” page, g. Under “Availability for Coast Guard Support Operations,” confirm what is displayed for the following: 1. Your availability during the week. 2. Your willingness to travel outside your home area. 3. Your ability to perform the duties for which you are qualified. 4. Your willingness to do Coast Guard or Auxiliary administrative support missions. 5. Your Auxiliary photo ID card status. h. If you want to make changes, then select or deselect appropriate boxes and click the green “Save Availability” button when done. i. Proceed to the bottom half of the screen where the “My Skills” menu is shown and confirm what is displayed. j. If you want to make additions, first select “Skill Group.” k. Next select the skill group you want to add. l. Click “Add Skill.” The skill will appear under the “My Skills” section. If the exact term is not found, select the closest equivalent. You can add other skills by repeating steps j-l. m. You can select your Occupation using the same approach only instead of clicking on “Add Skill”, click the “Set Occupation” button. The skill you selected will then appear on your “Detail” page in the “Occupation” field. n. When you are finished making changes, click the green “Save Skills and Occupation” to complete. o. If you would like to remove a skill, click the red “Remove” button to the left of the skill you wish to remove. p. Click “Save Skills and Occupation” when finished with all changes to complete. 3. This selection recognizes AuxA’s generous support and monetary contributions to CGMA’s Operation Extended Hands which provided immediate financial relief to Coast Guard families affected by a devastating housing complex fire near Coast Guard Station Cape Hatteras Inlet, North Carolina in October 2020. Over $31,000 quickly raised by AuxA members helped these families pay for relocation costs, replacement of household goods and personal effects, funeral expenses, and other unexpected costs. The Surface and Air Operations Workshops are required for 2021. The Telecommunications Workshop is optional for 2021 but is highly recommended. Similar to 2020, the National Operations Workshops (Surface/Air/Telecommunications) may be completed via webinar. The workshop training material(s) must be delivered by an Auxiliarist qualified in the respective operations program provided they are either a certified instructor or are under the supervision of a certified instructor. Instructors may use any webinar delivery platform that is available in their region. Instructors are encouraged to work with their Chain of Leadership and Management (COLM) to determine the proper delivery platform. Details for the 2021 required National Operations Workshops are listed below: a. Surface Operations Workshop. This workshop is required for all boat crew coxswains, boat crew members, personal watercraft operators, paddle craft operators, and those currently training for any of these competencies, including members in Required Yearly Not Met (REYR) status who intend to regain their certification. b. Air Operations Workshop. This workshop is required for all pilots, aircrew, air observers, and those currently training for any of these competencies, including members in REYR status who intend to regain their certification. c. Instructors of these workshops must submit a Workshop Mission and Attendance Report (ANSC-7039) to their IS officer for entry into AUXDATA II. 2. National Vessel Examiner and Instructor Workshops. The Vessel Examiner (VE) and Instructor (IT) Workshops are required for 2021. These workshops are intended to be viewed by members and completion logged via a self-attestation form as described below. These workshops may also be facilitated by an Instructor via webinar or in-person as District COVID Protocols permit. a. VE Workshop. This workshop is required for all certified Vessel Examiners, and those currently training to become Vessel Examiners, including members in REYR status who intend to regain their certification. The VE workshop presentations are located at the National V-Directorate website (in the Member Zone) at 2021 National VE Workshop b. IT Workshop. This workshop is required for all certified Instructors, and those currently training to become Instructors, including members in REYR status who intend to regain their certification. The IT workshop is located at the E-Directorate website “What’s New!” page (in the Member Zone) at 2021 E-Directorate Workshop c. Members who individually view the VE or IT workshops in their entirety must submit a Workshop Attestation Form to their FSO-IS for entry into AUXDATA II. In order to make data entry easier, IS officers may collect forms for all of their members required to complete these workshops and make one entry into AUXDATA II using the last day of the month of the Activity/Task Completion date. This form is located in the same location as the VE and IT Workshop presentations listed above. Note: When adding the VE workshop task to Activity Logs in AUXDATA II use the task named “Vessel Examinations Workshop” in the Workshops task category list. d. If the workshop is facilitated by an Instructor in a webinar or group setting, the Instructor must submit a Workshop Mission and Attendance Report (ANSC-7039) to their IS officer for entry into AUXDATA II. 3. National Food Service Sanitation Workshop. This workshop is required for all Auxiliary Food Service Specialists and those currently training for this competency, including members in REYR status who intend to regain their certification. Please follow the instructions on the Auxiliary Food Services Website for completing the Annual AUXFS Sanitation Update. After completing the required test, the course completion will be logged in to AUXDATA II via the National Testing Center-course results upload. There is no need to create separate activity logs for the completion of this course in AUXDATA II. The workshop is available through the Auxiliary Human Resources Directorate web page at: National Auxiliary Food Services Website 4. All workshops (except food service) and the Workshop Self-Attestation form may also be downloaded from AUXDATA II. From the AUXDATA II Navigation Bar select “More,” then “Files,” and then select “Libraries.” The workshops and forms are located in the 2021 Workshops Library. 5. Per chapter 8.B.1.g of reference (a), all required workshops must be completed no later than 30 June 2021. If not completed by 30 June 2021, members required to complete those workshops will have their affected competencies place into Required Workshop Not Met (REWK). Summary: The purpose of this message is to provide guidance for the 2021 Coast Guard Mutual Assistance (CGMA) campaign, give ethics guidance, and educate members and employees about the various CGMA support programs. Since 1924, CGMA has proven to be a valuable Coast Guard community resource. Through donations great or small, we can ensure CGMA remains strong and ready to serve our Coast Guard family for years to come. 2. Campaign. The 2021 CGMA Annual Fundraising Campaign runs from 01 to 30 April 2021. CGMA works because we give; it is called “Mutual Assistance” because it is, at its core, Coast Guardsmen taking care of our own. It is up to each of us to ensure that CGMA stays strong and effective, ready to meet the needs of our fellow shipmates. I encourage the broadest support for the campaign and would emphasize two important objectives: a. SEG-C Autumn. This is a one-time grant of up to $500 to help with the cost of various school supplies for the fall school term. This grant is available to members with dependents in Pre-K through 12th grade. Members who received the previous spring semester SEG-C are eligible to receive the fall grant as well. b. to raise the funds necessary to continue its critical role on behalf of the CG Community. Such funding allows CGMA to remain nimble and to respond quickly to the urgent financial pressures of a shipmate in need. The generosity of our donors fuels the expansion of existing programs, plus the creation of new ones. 3. CGMA offers a helping hand to shipmates and co-workers in need through direct financial aid and a wide range of programs and services. As a donor-supported non-profit, CGMA receives no federal funds, and it must rely on our generosity and our commitment to helping each other. 4. Unit requirements. Each unit should have assigned a campaign coordinator. See www.cgmahq.org/campaign for more information. As the campaign gets underway, unit Campaign Coordinators will be asked to contact each active-duty military member and civilian employee. Selected Reserve, retired military, and members of the Coast Guard Auxiliary will be contacted by mail and are encouraged to respond using the contribution forms provided. This assistance is provided in four essential areas: a. Disaster and Emergency Response. CGMA is always ready to respond to disasters with immediate loans and grants to help those whose lives are significantly disrupted by floods, fires, and storms. CGMA is always responsive to those faced with unexpected emergencies such as funeral expenses, emergency travel, and urgent repairs to their homes or vehicles. b. Education. CGMA offers many programs to empower growth and goals. Members are able to receive up to $6000 in loans for tuition and expenses for themselves or their dependents. CGMA distributes nearly $700,000 in grants for textbooks and other fees for advanced education each year. CGMA continues to provide free access to www.Tutor.com/military for active-duty members, reservists on active duty, civilian employees, and dependents. With a partnership with the Coast Guard Work-Life staff, CGMA financial resilience tools and grants are available. c. Family Support. CGMA is there through so many key life events with programs like adoption loans and grants, housing security deposits and closing costs, OCONUS rental car assistance, non-rate A School uniforms, special needs grants, emergency vet bills, and more. In 2020 CGMA provided over $937,404 in family support programs. CGMA is our partner for life. d. Tragedy. Unfortunately, from time to time, unexpected and unimaginable tragedies will strike individual families. In these circumstances, CGMA is there to assist our shipmates, relieving the financial burden that accompanies such tragedy. CGMA’s ability to respond swiftly and decisively has helped to allay some of the most immediate concerns of a member or their spouse in these situations. CGMA hopes this kind of support is never required but is gratified to be able to provide immediate assistance when needed. 6. In this challenging and uncertain time, I want to assure you that CGMA is here for you. In 2020, CGMA’s reaction to the pandemic proved definitively the responsiveness and resilience of our relief society. In 2020, CGMA provided over $3.5 million in grants to those families impacted by the economic and social challenges of the Coronavirus (COVID 19). Assistance was provided to over 6000 CG personnel.
