Subj:  UPDATE TO FINANCIAL SYSTEM BLACKOUT/CUTOVER IMPACT ON AUXILIARY PATROL ORDERS

1.  This is a follow-up to ALAUX 029-21 which announced the transition by the Coast Guard to the new DHS financial management and procurement system called the Financial Systems Modernization Solution (FSMS). This transition period is expected to run from October 01, 2021, through November 15, 2021.

2. During this time, referred to as the financial system blackout/cutover period, there will be significant impacts on the processing of Auxiliary patrol claims and patrol requests in AUXDATA II.

a.  Any Auxiliary patrol order claims submitted after October 01, 2021, will not be processed for settlement until after November 15, 2021.

b.  All functionality related to patrol requests has been temporarily disabled in AUXDATA II. No new patrol requests can be created in AUXDATA II, and existing patrol requests and patrol orders in AUXDATA II cannot be modified or edited. This has been done to prevent patrol order requests from being created in AUXDATA II and will reduce help tickets that stem from such efforts. Please work directly with Order Issuing Authorities (OIA) to request approval of mission-critical patrols.

c.  Guidance for disposition of patrol requests and patrol orders still in AUXDATA II that have not been approved, completed, or submitted, as well as guidance for completion of post patrol activity logs, is being developed and will be provided soon.

3.  Only Auxiliary patrols determined by the OIA to be mission-critical should be performed during the blackout/cutover period. Auxiliarists performing such patrols must understand that their claims for reimbursement of associated authorized expenses will not be settled until after November 15, 2021. Approval of non-reimbursable patrols during this period is at the discretion of the OIA.

4.  Please understand this is only a temporary issue until the end of the transition period. In the meantime, new functions and associated user guides for requesting and processing patrol orders in AUXDATA II are being developed.

5.  Please use your Chain of Leadership and Management (COLM) or Chain of Command, as appropriate, to address any questions or concerns.

6.  Internet release is authorized.
