Subj: AUXDATA II UPDATES FOR PATROL ORDERS PROCESS


1.  On Monday, March 15th, 2020, the AUXDATA II Patrol Orders page layout and patrol request process will be updated. 

  a. The patrol order page layout has been updated to provide better visibility of the objects and certain fields on the right side of the page. Page layout changes include:

  • Better visibility of the Crew, Activities, Files, and Patrol Order History objects on the right side of the page.
  • Removed the Date Applied/Date Decided fields on the Crew record entries.
  • Moved Chatter from a tab to the actual page (will be located on the right side of the page, below Patrol Order History).
  • Display of Mission End Time in the Activities List View, to help with determining the Mission Start time of subsequent Activities.

  b. After 15 March 2021 @ 12:00pm EDT, Facility owners and operators and anyone initiating patrol requests will now initiate the request from the Patrol Orders tab instead of the Requests tab. To initiate a patrol request, follow the following steps:

  • From the Home Page, select More
  • Select Patrol Orders 
  • Select New (upper right side of the screen)
  • Select Request. (Note: do not select Patrol Order option here or you will run into errors)
  • Fill out the all required fields as you did before. Save.
  • Click the Assign Locations Bar and select your patrol location and sub-unit and enter your patrol area as required your Order Issuing Authority (OIA). Save.
  • Update the Status field to Requested.  This will send a notification to the OIA indicating that a patrol request is pending.
  • If the request is Approved, follow the existing patrol order completion process.

**For OIAs, the patrol order process will not change. OIAs will still receive patrol request notifications as they did before and will still approve/deny requests in the same manner.  

2.  Action Items:

 a. DIRAUX/OTO/OIA

  • For any patrol request that is CURRENTLY in the system in the Requested status, OIAs need to approve or deny those requests ASAP! Once the change happens, those requests will no longer be available. If the patrol date has already passed and no mission took place, OIAs must deny those requests.
  • On the Requests Tab, a list view named ‘All Pending Patrol Requests.’ This list view is available to all users and displays patrol requests in the ‘Requested’ status with a Patrol Date greater than 01 January 2021. Please have your OIAs approve/deny their requests as appropriate, NLT 14 March 2021.

  b. Auxiliary Facility Owners/Operators

  • For any New patrol requests where the patrol date is BEFORE March 20th, please create those requests ASAP in order for your OIAs to approve/deny the requests no later than March 14th.
  • For any New patrol requests for patrol dates AFTER March 20th, please wait until we deploy the update on March 15th to submit a new patrol request. **PLEASE do not create any new patrol requests on 15 March 2021 until after noon, EDT.**
  • Any patrol request that was initiated from the Requests tab that hasn’t been Approved or Denied prior to March 15th will no longer be able to be approved and will need to be resubmitted using the updated process.

3. For anyone who created Custom List Views from the Requests tab for patrol requests, you will need to recreate those custom list views from the patrol orders tab. A Patrol Requests Custom List View Creation Guide will be available in AUXDATA in the USCG Auxiliary Guides library. To view the guide, navigate from the Home page, to the More tab, select Files, then select Libraries on the left side of the page.  Select USCG Auxiliary Guides from the library list and locate the Patrol Request Custom List View Guide.

4. If there are questions, please use your Chain of Leadership and Management (COLM) or Chain of Command as appropriate.

U.S. Coast Guard Announces New Law Requiring Use of Engine Cut-off Switches

WASHINGTON – Operators of recreational vessels less than 26 feet in length will be required to use an engine cut-off switch (ECOS) and associated ECOS link (ECOSL) as of April 1, 2021, as the U.S. Coast Guard implements a law passed by Congress.

The ECOS and ECOSL prevent runaway vessels and the threats they pose. The ECOSL attaches the vessel operator to a switch that shuts off the engine if the operator is displaced from the helm. The ECOSL is usually a lanyard-style cord that attaches to an ECOS either in close proximity to the helm or on the outboard motor itself if the vessel is operated by a tiller. When enough tension is applied, the ECOSL disengages from the ECOS, and the motor is automatically shut down. Wireless ECOS has recently been developed and are also approved for use. These devices use an electronic “fob” that is carried by the operator and senses when it is submerged in water, activating the ECOS and turning the engine off. Wireless devices are available on the aftermarket and are beginning to become available as manufacturer-installed options.

Each year the Coast Guard receives reports of recreational vessel operators who fall or are suddenly and unexpectedly thrown out of their boat. These events have led to injuries and deaths. During these incidents the boat continues to operate with no one in control of the vessel, leaving the operator stranded in the water as the boat continues on course, or the boat begins to circle the person in the water eventually striking them, often with the propeller. These dangerous runaway vessel situations put the ejected operator, other users of the waterway, and marine law enforcement officers, and other first responders in serious danger.

Section 503 of the Coast Guard Authorization Act of 2018 required manufacturers of covered recreational boats (less than 26 feet in length, with an engine capable of 115 lbs. of static thrust) to equip the vessel with an ECOS installed as of December 2019. Owners of recreational vessels produced after December 2019 are required to maintain the ECOS on their vessel in a serviceable condition. It is recommended that recreational vessel owners regularly check their existing ECOS system to ensure it works, following the manufacturer’s instructions.

Section 8316 of the National Defense Authorization Act of 2021 requires individuals operating covered recreational vessels (less than 26 feet in length, with an engine capable of 115 lbs. of static thrust; 3 HP or more) to use ECOS “links.” Using the ECOSL is required only when the primary helm is not within an enclosed cabin, and when the boat is operating on plane or above displacement speed. Common situations where ECOSL use would not be required include docking/trailering, trolling, and operating in no-wake zones.

The Coast Guard believes that the overwhelming majority of recreational vessels produced for decades have had an ECOS installed, so this new use requirement simply obligates recreational vessel operators to use critical safety equipment already present on their boat.

Seven states currently have ECOS use laws for traditional recreational vessels, and 44 states have ECOS use laws for personal watercraft (PWC).

Surface Operations 2021 Workshop and RM Refresher

Mandatory 2021 Operations  Workshop is now available and ready to be taught in groups. This class is about an hour-long so could be done in conjunction with a class or a flotilla meeting, or as a stand-alone workshop.  All members involved in surface operations will need to have this class by June 30 in order to avoid REWK.  Any new candidates will have to have taken this course prior to being scheduled for a check-ride.

Contact your Division or Flotilla Operations or Member Training Officer for class schedule and details.

Risk Management Refreshers are starting on 23/24 March!  Click on the District websites Calendars Tab to find the posted classes and register for the one you want.  Once the currently scheduled sessions are filled, more will be scheduled.  Priority for the first few sessions will go to those who took it last year in person at Base LA/LB.

This course must be taken at least every 15 months. Priority for the first few sessions will be given to those who took RM Refresher early in 2020.
New crew candidates MUST have completed both Intros to Risk Management AND online RM Refresher prior to being eligible to request a QE check-ride.

Current and REYR (for hours u/w) members must be current in RM at the time of the check-ride.

1. All students in grades K-12 across the Americas (North America, Central America, South America, and the Caribbean) are invited to participate in the annual Student Art Contest sponsored by the U.S. Coast Guard (USCG), the North American Marine Environment Protection Association (NAMEPA), and the Inter-American Committee on Ports of the Organization of American States (CIP-OAS). The theme for this year’s contest is “Seafarers: At the Core of Shipping’s Future,” which is also the theme for the International Maritime Organization’s 2021 World Maritime Day.

2. Shipping via waterways transports about 90% of the items people use every day: clothes, cars, furniture, toothbrushes, phones and computers. Global trade relies on shipping, which relies on personnel who work on ships, known as seafarers. The 2020 global pandemic, COVID-19 has brought into focus the important role of seafarers in the maritime industry. Many seafarers are facing extended time at sea due to COVID-19 related restrictions some enduring months apart from their families. In 2021, the focus on the well-being of seafarers is forefront in the safe delivery of the world’s goods and energy.

3. All students in grade K-12, including the family of Coast Guard members, are eligible to participate in the art contest. Additionally, students living outside of the Americas and the Caribbean who have one or more parent on active duty in the Coast Guard may also participate. 4. Twelve finalists, six from grades K-5 and six from grades 6-12, will be chosen from the entries. Each finalist will be required to submit their original artwork when notified of their selection. The winning artwork will be retained and featured on the USCG, NAMEPA and CIP-OAS websites as well as published in a twelve-month calendar. The calendar will be printed in English and Spanish.

5. All finalists will receive a certificate and a calendar. Two grand prize winning artists (one from each grade category) will receive a cash prize from NAMEPA and a USCG-themed package.

6. Coast Guard Partnership in Education Coordinators and volunteers are asked to share this announcement with teachers and to encourage student participation in all local schools.

1. All Auxiliarists are highly encouraged to review the latest version of the Auxiliary COVID-19 Reconstitution Guide which has been posted in AUXDATA II and to the following link: Auxiliary Reconstitution Guide. (To review the guide in AUXDATA II, login to AUXDATA II; from the AUXDATA Navigation Bar select “More,” then “Files,” and then select “Libraries.” The guide and other relevant COVID-19 information with be located in the folder listed as “CG Auxiliary COVID-19 Guidance.”) If you have any questions regarding the content of the guide, please reach out to your Chain of Leadership and Management (COLM).

2. This guidance is intended to provide assistance to the Director of Auxiliary (DIRAUX), Coast Guard units, and Order Issuing Authorities (OIA) on how to use Coast Guard Auxiliarists in the safest way possible during the COVID-19 Pandemic. Knowing that the spread of the Pandemic is different in every area, region, state, city, town, etc., DIRAUXs and OIAs may deviate from this guide as they see fit for their cognizant areas of responsibility (AOR).

3. This guidance provides Auxiliarists a safe way to move forward during the Pandemic and also combines and supersedes the following four ALAUXs: ALAUX 003/20 (Novel Coronavirus (COVID-19) – Auxiliary Awareness); ALAUX 027/20 (Temporary Suspension of Online Proctor Requirement for AUXOP Specialty Course Exams); ALAUX 011/20 (Webinar Delivery of the TCT Refresher – COVID-19); and, ALAUX 032/20 (Auxiliary Currency Maintenance Changes for CY 2020).

4. DIRAUX offices, Coast Guard units, and OIAs are continually assessing operational risks posed by COVID-19 and developing mitigation strategies in advance of mission performance. They remain the best sources for guidance regarding Auxiliary assignments to duty within their AORs. All Auxiliarists are expected to help them by exercising caution and strictly adhering to all Coast Guard guidance.

To the Women and Men of the United States Coast Guard,

We are at another critical stage of the ongoing COVID-19 pandemic. As the U.S. begins to administer the first vaccines for the SARS-CoV-2 virus across the nation, the Coast Guard has started to administer the vaccine to our workforce as part of the Department of Defense plan for the Joint Force. These vaccines, which are currently voluntary, are a safe, effective measure to protect Coast Guard personnel, and by extension our families, against COVID-19. 

In the early stages of vaccine administration, limited quantities will be available. The Coast Guard plan to administer the vaccine is part of the larger Department of Defense plan, both of which follow the national prioritization set by the Centers for Disease Control and Prevention. Coast Guard medical personnel will receive vaccination priority, and subsequently perform vaccinations for Active and Reserve personnel and select civilian employees in critical essential support roles as vaccine becomes available. As quantities increase, the Coast Guard will increase distribution and administration across our force. The Coast Guard does not plan to administer vaccinations to most civilian employees, Auxiliarists, dependent family members, or retirees; we will instead, provide best available information on when and how you can receive a vaccine as soon as it is available.

While vaccination is voluntary, I encourage each of you to get vaccinated as soon as it is available to you. I also ask that you encourage your shipmates, family members, and friends to get vaccinated as well. I plan to receive the vaccine as soon as it is made available to senior military leaders. Getting the vaccine is about more than protecting ourselves; vaccination will help protect our families, shipmates, friends, and the citizens we are honored to serve.

As a Nation, we will emerge from this pandemic through widespread use of a safe, effective vaccine, combined with continued adherence to our current mitigation measures, including mask-wearing, physical distancing, and hand washing.

If you have questions about the vaccine, please ask your medical provider. The health and resilience of every member of our Coast Guard (Active, Reserve, Civilian, Auxiliary), and our loved ones, are the foundation of Coast Guard readiness.

Thank you for your perseverance, devotion to duty, and vigilance as we continue to navigate this pandemic. We remain Stronger Together.

Good Afternoon D11 Northern and Southern Auxiliary,

I hope you had a nice Thanksgiving and were able to enjoy time with family and friends, even if it was virtually.  Things continue to look different in 2020 that is for sure.  As you all prepare for the upcoming holidays and the end of 2020 I would like to bring your attention to a few things.

1.  ALAUX 034/20 TERMINATION OF ADOBE FLASH PLAYER SERVICE IN 2020 was released yesterday.  From the title you may not think this ALAUX applies to you but many of the CG Auxiliary and CG Active duty online trainings will not be available after December 28, 2020.  A list of training that will not be available after December 28 is in the ALAUX and I strongly encourage you to review it and complete any training you have coming or think you may need in the next few months.  Efforts have begun to convert these trainings into operable versions but there will be a delay and anticipated completion is not until February or March of 2021.

2.  Many areas of D11 are seeing spikes in COVID-19 and states and counties are putting into place stricter COVID-19 Health orders or stay-at-home orders.  Currently I do not see D11 Auxiliary shifting from Phase 2 but remember that Phase 2 requires you to adhere to current State, local government and D11’s COVID-19 guidance on social and business restrictions.  Unless you are specifically requested by an Active Duty CG unit to complete an essential activity then you must follow the local guidance if it is more restrictive than D11 guidance.
